美國(guó)國(guó)務(wù)院（DOS）剛剛發(fā)布了一項(xiàng)對(duì)于EB-5申請(qǐng)人利好的移民簽證新政，這項(xiàng)新政預(yù)期將減少國(guó)家簽證中心(NVC)環(huán)節(jié)的等待時(shí)間。
NVC（美國(guó)國(guó)家簽證中心），美國(guó)國(guó)務(wù)院負(fù)責(zé)處理簽證審批的部門，改變了其收取個(gè)人證明材料原件的程序。從2014年11月12日起，對(duì)于移民類別簽證申請(qǐng)，NVC 將不再就非電子處理程序，要求收集原始的個(gè)人材料（諸如：出生、婚姻、犯罪、服役、法庭、死亡或者離婚記錄）。申請(qǐng)者僅僅要求通過郵件，將復(fù)印件遞交給NVC，自己保留原件。然后在簽證面試時(shí)攜帶證明文件的原件。
亨瑞移民專家介紹，以往當(dāng)移民申請(qǐng)獲得移民局的批準(zhǔn)后，如果受益人在海外，移民局會(huì)將受益人的全部檔案轉(zhuǎn)到NVC。檔案轉(zhuǎn)到NVC后，將會(huì)根據(jù)其申請(qǐng)類別和排期情況而在NVC擱置數(shù)月到數(shù)年時(shí)間不等。如果受益人是屬于不需排期的類別(如公民申請(qǐng)配偶、父母或未成年子女)或受益人的排期即將到來(lái)，NVC就會(huì)將相關(guān)材料發(fā)給陳情人或陳情人的代理律師。
通過實(shí)施這項(xiàng)不再收取特定原件材料的新政策，NVC希望能夠減少等待時(shí)間并且對(duì)于申請(qǐng)人能夠提升簽證處理服務(wù)的水平。申請(qǐng)人之前不得不遞交這些敏感、重要的文件給NVC，現(xiàn)在只需要在文件初審階段提供復(fù)印件。NVC將會(huì)把這些復(fù)印件作為轉(zhuǎn)領(lǐng)館（注：國(guó)內(nèi)為轉(zhuǎn)廣領(lǐng)館）的材料之一，希望這能減少等待時(shí)間，處理更多的案子。
亨瑞移民專家表示，正值美國(guó)EB-5投資移民2015財(cái)年的名額搶占階段，面對(duì)與日俱增的美國(guó)投資移民申請(qǐng)人數(shù)，美國(guó)移民局正積極采取有效措施，例如在華盛頓專設(shè)EB-5辦公室、增加審批工作人員等，以加快移民審批速度。美國(guó)2015財(cái)年EB-5投資移民政策總體走向也較為樂觀，但隨著各國(guó)移民門檻的提高，業(yè)界普遍預(yù)測(cè)未來(lái)美國(guó)投資移民50萬(wàn)美元的投資額度將上調(diào)至80—85萬(wàn)美元。因此，亨瑞移民專家建議有意向的投資者應(yīng)盡早規(guī)劃，早簽約、早遞檔，把握美國(guó)投資移民的有利時(shí)機(jī)，借助美國(guó)移民政策利好的形勢(shì)，最大可能的保障自己的利益。

Subject: National Visa Center No Longer Collecting Original Civil Documents
1. Summary. The National Visa Center (NVC) will cease collecting original civil documents in support of immigrant visa (IV) applications as of November 12,2014. Most applicants will be required to submit photocopies of supporting documents (such as birth, marriage, and police certificates) and will be instructed to take their original documents to their interviews for review. This does not include Affidavit of Support forms, which petitioners will still submit to NVC for initial evaluation.
New Instructions to Applicants
2. After applicants and petitioners collect the Affidavit of Support form(s), financial evidence, and supporting civil documents, they are instructed to submit all of the documents to NVC. As of November 12,2014, applicants at non-electronic processing posts will be instructed to submit photocopies of their civil documents by mail. NVC will review the copies and, when the case is documentarily complete, will place the copies into the file, which will be sent to post, increasing the numberof cases that are documentarily qualified. When the appointment is scheduled, NVC will instruct applicants to bring their original documents to the interview for evaluation and final case processing. Original Affidavit of Support forms will still be submitted to NVC for initial evaluation. Applicants at designated electronic processing posts will continue to submit their documents via email.
3. NVC anticipates this change will maintain the integrity of the IV process, reduce customer wait times, and improve the customer experience overall.
